			<content:encoded><![CDATA[<p><strong>The <strong>Clean Water Act impact on concrete producers</strong>:  An Explanation and Solution </strong></p>
<p>When the Clean Water Act was enacted, one of the intentions of this legislation was to reduce the untreated industrial wastewater burden on Publicly Owned Wastewater Treatment (POTW) plants in the same manner that industrial wastewater would only load the treatment plant to the same extent as ordinary household sanitary waste.</p>
<p>Industrial facilities that generated process wastewater had to begin pre-treatment of the water before it could be returned to the local POTW. They had to test for heavy metals, chemical oxygen demand, biological oxygen demand, pH, solvents and other chemicals that were contained in the wastewater stream and then treat to ensure removal of the contaminants.</p>
<p>The Clean Water Act also established limits on water discharged to the environment from an industrial facility property or discharged upon the grounds of the facility. There are many aspects of the Act that limit and seek to control hazardous chemical discharges.</p>
<p>Among the chemicals and oxygen demand levels prohibited to be returned without treatment or discharged, the Act also defined the pH limits of discharges to the environment to the point that <strong>any waste with a pH of 9.0 or higher was by definition hazardous waste.</strong> The act regulated and set limits on total suspended solids in the water being discharged, but left the actual limits up to the local and state agencies that administer the Clean Water Act on behalf of the Federal EPA.</p>
<p>The above limits on pH and total suspended solids has had an impact on ready mix and precast concrete producers. Many of the concrete production plants generate large amounts of high pH process water from rinsing and cleaning of equipment.  High pH water comes from rinsing the drums on the mixer trucks after returning from a delivery and from rinsing the exterior of the trucks after loading at the batch plant.</p>
<p>Storm water adds to the problem as this water can drain into the basins designed to contain and settle out the cementitious solids. The storm water becomes high pH process water at that point.</p>
<p>The high pH process water also contains dissolved solids and suspended solids that do not settle outin the basins. These solids are generally not removed by filtration especially the dissolved solids.</p>
<p>In addition, many of the job sites receiving the loads of concrete no longer allow the rinsing of the mixer trucks so the amount of concrete brought back to the production plant has been increased.</p>
<p>Whenever possible, the concrete producers will reuse the high pH water to batch fresh concrete. However, most state and federal paving or construction projects prohibit the reuse of the process water and specify that “Potable Water” must be used as concrete makeup water. The high pH water cannot be used for pre-wetting aggregate or dust control because it will contaminate the site.</p>
<p>The water may be reused for truck rinsing and cleaning provided the water is returned to the catch basins or pits.</p>
<p>The problem for the ready mix and to some extent the precast producers is the generation of <strong>excess </strong>process water (including storm water) that accumulates by normal business volume and specifically when the producer must use potable water in lieu of recycled water.</p>
<p>The producer must have an economical way to deal with this problem short of storing it or paying for it to be transported for disposal as industrial wastewater.</p>
<p>To simply discharge the water off the property can incur a future liability for fines but also for future fees for remediation of the property upon which the water was discharged.</p>
<p>In 2011, a company operating ready mixed concrete plants was fined $740,000 for violating the Clean Water Act. The company also was required to pay <strong>$8,000,000</strong> into a remediation fund for site clean up at various locations</p>
<p>There are solutions available to the concrete producers:</p>

<p>The 5000SP may be trailer or truck mounted for field operations requiring pH control. The unit is designed for concrete operations producing less than 10,000 GPD.</p>
<p>This system is also equipped with a large cartridge filter which can produce water filtered to .3 micron. The filter cartridge has 90 square foot filter area capacity. Paper or reusable polyethylene filter cartridges are available. Unit is shipped with one paper cartridge. The filters function is to remove fines from the pH adjusted water when treated water does not have adequate settling time. The filter is not designed to clarify process water before pH adjustment. Typically the system is operated to lower pH and then a filter cartridge is inserted to filter the water before final discharge.</p>

			<content:encoded><![CDATA[<p><em>The Fortrans Model 5000S pH Control and Monitoring System offers automatic monitoring and pH control of excess process water and or storm water collected in settling basins, lagoons and other outfall containment.</em></p>
<p>The Model 5000S pH Control and Monitoring System is designed for concrete manufacturers to effectively control the pH and total suspended solids of excess process water and or storm water run-off.</p>
<p><em>As the pH is being lowered to 7.5, the dissolved and suspended solids will become insoluble and precipitate out of solution.</em> Lab tests after pH adjustment indicate that total suspended solids are between 10-18 mg/l without filtration. This enables the facility to meet the pH requirements as well as the 30 mg/l total suspended solids limit most permits demand before the water can be released.</p>
<p>The treated water may be recycled to batch concrete, irrigate rock or to rinse trucks and other equipment without scaling the painted surfaces</p>
<p>Use of the system can reduce potable water usage.</p>
<p><em>The system will treat approximately 75,000 gallons per day utilizing the Fortrans proprietary non-fouling C02 injector diffuser</em>. The system is powered by a stainless steel continuous duty rated submersible pump with thermal overload protection.. The low cost systems are reliable, efficient and operate using safe carbon dioxide gas.</p>
<p>Installed in a full enclosure 4’ wide 4’ deep and 8’ high. It is equipped with lighting, shelving and a steel door with lockset. The system includes a stainless steel submersible pump with a float switch that is connected to a GFCI outlet in rear of system. Suction and discharge hoses are equipped with cam lock quick connect fittings. Red alarm light and fixture is included. The system includes a stainless steel submersible pump with a float switch that is connected to a GFCI outlet in rear of system. Suction and discharge hoses are equipped with cam lock quick connect fittings. Red alarm light and fixture is included. This model is built on a Trex® skid with Coex® plastic flooring for maximum resistance to water damage.</p>
<p>Owner supplied items are a 10’ X 10’ concrete pad which provides space for CO2 tanks, 115V 20 Amp electrical service and C02 supply with regulator and hose. Shipping weight 650 lbs. Class 200 Freight classification.</p>

The standard Fortrans system has a through-put of approximately 70,000 gallons per day and can efficiently adjust up to 140,000 gallons of water per day. Upgrade the standard electronic flow rate meter to a flow rate and totalized flow meter with power disruption backup, and an output for external data recording. Use for managing your system maintenance and C02 re-supply schedule.</p>
<p><strong>Data Logger.</strong> Continuously record the pH and flowrate of the system, and store the process pH and flowrate data on a SD flash card with a two-channel data logger. Be able to access all of your system process data from anywhere, at anytime with your Ethernet connection to this data logger. Complete with software to export process data to Excel for regulatory reporting.</p>
<p><strong>Modular Discharge Option.</strong> Modular discharge option provides external piping and a manual valve or solenoid valve, to divert your facility&#8217;s pH adjusted excess process water or storm water to discharge. You supply a discharge hose for the cam lock discharge connection. System continuously monitors and records discharge water flow rate and pH using a data logger with Ethernet connection. Record and store your discharge data on a SD card, with the date and time as well as the pH and flow rate of the discharge. Streamline your record keeping and reporting with export of this discharge data to Microsoft Excel.</p>
<p><strong>Discharge option monitors and reports</strong> pH and total gallons discharged and date of discharge. Includes 2-channel data logger with Ethernet connection and SD memory card with software to download data to paper format for permanent storage.
